Virginia State Route 403 is a route that goes from US 58 along the border of the cities of Norfolk and Virginia Beach to VA-165 just south of Interstate 264, still on the city line. The route helps connect I-264 to US 58 and VA-165.

The Route Path:
VA-403 begins at an intersection with US 58 along the city line of Norfolk and Virginia Beach. The route heads south as a 4 lane divided street, named Newtown Road, passing by plenty of businesses and passing between multiple neighborhoods as it rides the border between the two cities.
After a short time of doing that, VA-403 curves southwest and reaches an interchange with I-264. At the southern part of the interchange, the route intersects Greenwich Road, which connects to numerous hotels. VA-403 continues southwest from I-264, passing by more businesses shortly before reaching its southern end at an intersection with VA-165, still on the Norfolk-Virginia Beach city line.
The road itself continues south-southwest as Newtown Road along the city line, going into a neighborhood and eventually crossing I-264 and fully entering Norfolk before ending inside the Pleasant Point neighborhood.
My Experiences:
I have never been on VA-403, however I have crossed it from I-264 many times.
